Abstract

Older persons do not have a comprehensive and binding universal legal instrument that recognises and protects the rights of older persons as such.

The lack of a specific instrument is a major gap in international law.

A UN convention could serve to give visibility to the needs of older people, to put their rights on the political agenda of governments, to combat age discrimination and to ensure real equality for older people, and to provide a clear legal framework and basis for ensuring the protection and respect of their rights in increasingly ageing societies.
