Older people, fragility and autonomy
Keywords:

This study considers the role of the elderly in the context of the new Social Security. Our proposal focuses on social assistance in that specific sector of the population and the controversial dependency benefit. Based on the ageing process, we associate longevity with the very development of society in a state which proclaims itself a welfare state, then connecting its backbone around age and disability. Therefore, we address marginalisation and fragility as premises for a substantial change in the treatment of the issue that requires dignified and sufficient material and human resources. We also respond to the new situation based on schemes governed by the higher universe of care, moving from civil obligation to social protection in a transition that begins with mere guardianship and culminates in the implementation of an effective entitlement. All this in a context that points to a horizon of participation and social integration from the so-called active ageing through the promotion of constant and lifelong legal principles.
