The assumption by the Andalusian Health Service of the aims and objectives of the Public Health Business Agencies has led to the abandonment of business management techniques and the consolidation of the Andalusian Health Service - Administrative Agency, Governed by Administrative Law - as the sole provider of health services, with the aim of a more rational configuration of the SSPA that allows to make effective the right to health protection provided for in the Spanish Constitution. This study analyzes the 2020-2022 Strategic Plan for the Renewal of Primary Care, which proposes measures focused on improving accessibility and efficient management of health care demand. The review of the service portfolio will focus on health care for elderly living in residential homes, health promotion and prevention in education, and telemedicine, enhancing the appropriate use of digital tools for consultation care. The attention to the Emergency and Emergency Health has been reordered and the Clinical Management in the public health system of Andalusia has been strengthened, which is configured as an organizational model centered on the person, based on a distributed network of organizational spaces with a multiprofessional scope. This allows professionals to be given greater organizational autonomy and responsibility in the management of resources, the Clinical Management Unit (UGC). Mental Health UGC has been implemented and the Public Health Management Units (PGUs) have been regulated, which will develop the function of integrated management of actions for prevention, promotion, protection and surveillance of health, as well as rapid risk assessment and intervention in response to epidemiological, food safety, environmental or other public health alerts.
