A Keynesian Perspective on the Pension System: From Burden to Stimulus for Activity and Employment

This paper offers an alternative view of the impact of pay-as-you-go pension systems on the economy. Contrary to the conventional view that pensions are a burden reducing labor supply, savings, and investment, the Keynesian perspective sees them as a mechanism that—through effective demand—boosts activity, employment, and accumulation. The analysis applies this approach to the Spanish economy in 2021, estimating the impact of pensioner spending on GDP, value added, and sectoral employment. It also examines the system’s self-financing capacity.
