The whole amount payment of the unemployment benefit in the framework of activation policies

Abstract

The unemployment benefit activation programs haven't had too much success in our Social Security system. Among them, the whole amount payment has been the most developed one. In fact, some recent reforms have widened its targets and its potential addressees collective. However, some of its regulations have been understood with excessive strictness by the Public State Unemployment Service. Without any margin of doubt, its effectiveness depends on the flexibility in the application of those regulations and on the attendance of the purposes pursued. Unfortunately some resolutions like the one commented in the following pages apply too broadly the fraus legum doctrine, in terms which doesn't encourage unemployed people to assume risks. Nevertheless there are some resolutions that build more accurate and better guided doctrines.
