The current model of protection against unemployment is not traceable to pure models; it is a model that combines the contributory and welfare techniques. It seems no longer possible to argue that the levels of care are always a mere extension of the contributory system (there are normative assumptions in which that extension does not exist), although the so-called "second" and "third" step do not based only on some welfare principles. Today there are not three "systems", but an integrated one, complex and poorly structured, located in the same normative system (they
are "levels" within a regulatory system of protection that no longer obey a single pure logic). On the other hand, we can say that the current protection system of unemployment reflects a restrictive policy option in
the rate of protection, compared to the law policy direction, which reported the growth cycle. So therefore, referring to the coverage rate, the model is characterized by the double presence among the most
universality and the lower intensity of conferred protection. In this lower intensity it is appropriate to retain the process welfarisation of a subsistence minimum degree of global protection for unemployment.Downloads
